Paul C. Graf, MS, FAPSAC

Paul C. Graf, MS, FAPSAC is a retired Senior Special Agent of NCIS (1979-2011), and served as a child abuse investigative specialist for 26 years of that career. As the first Federal Agent assigned to the Rhode Island Governors Justice Commission, he helped develop the nation’s first VAWA-funded (Violence Against Women Act) domestic violence/sexual assault statewide Law Enforcement training. Mr. Graf was a member of the RI ICAC task force, as both an undercover operator and a member of the Board of Directors. He developed 3 separate, highly successful undercover operations for NCIS, targeting online child sex offenders, resulting in 100+ felony arrests/convictions for NCIS and ICAC, including the first US citizen to be charged federally with overseas travel (Thailand) with the intent to molest a child. He was a 
student one of the nation’s foremost medico-legal experts and first child abuse pediatricians, Dr. Carole Jenny, MD, MBA, FAAP. He was a member of the Boston Joint Terrorism Task Force on the morning of the 9-11 attacks on America, and supervised all NCIS Executive Protection Details in the Northeast US for 11 
years. For 7 years after NCIS, Mr. Graf ran an award-winning security services company, “Protective Solutions Group”, providing investigations of child custody matters involving physically or sexually abused children. In 2018, he began work as the first Senior Investigator of the US Center for SafeSport, investigating child sexual abuse and adult sexual assault within the US Olympic Community of 
approximately 14M people. Mr. Graf was the President of APSAC-RI, the American Professional Society on the Abuse of Children (APSAC) Rhode Island State chapter for 11 years, and was the 2019 recipient of APSAC’s “Outstanding Front Line Professional” Achievement Award. In 2023, he was elected to be a member of the APSAC Board of Directors, chairing its Membership committee, and as a member of its Partnership and Retirement committees. He received the award of APSAC “Fellow” status in 2024. Since his 2021 retirement, Mr. Graf travels the US, training all manner of professionals. He consults with private investigators, law firms, and State Attorney’s offices, providing his expert opinion to their Conviction 
Integrity Review Units on child abuse related matters. Mr. Graf and his wife, Colleen, a retired Nurse Care Manager, have 3 grown children, dote on 4 grandchildren, and live in Castle Rock, Colorado.
